B. L. Bowley, Esq.
With reference to your letter of 30th ultimo re Kowloon Farm Lot No.4, we are instructed to inform you that Mrs. Chan Man Lau Shi is not prepared to accept your offer of $10,000 in full settlement of her claim. She is desirous, as you are probably aware, of being compensated by a grant of land and has petitioned the Secretary of State to that effect.
With regard to the concluding paragraph of your letter, the arbitration if it takes place - will be conducted, we presume, according to the conditions that usually govern such proceedings.
